Mr. Francis Chapman is the SVP for Business Development at ASI Controls, a digital control systems manufacturer. He has a BA in Computer Science and from 1991-2000 was Senior Programmer on the resource planning model used by CA utilities and regulators. Since then he has served as Engineering Manager, PSO Director, and Operations Director before leading ASI Controls new ventures focusing on real-time energy costs, analytics and integrations.

Dr. Nancy E. Ryan, Partner   Dr. Ryan is an economist with over two decades of experience in energy and environmental policy.  Before joining E3 Dr. Ryan held several high-level appointed positions at the California Public Utilities Commission, including Commissioner, Deputy Executive Director for Policy and External Relations, and Chief of Staff to President Michael R. Peevey. During her tenure at the CPUC, Dr. Ryan guided development of California’s cutting edge policies in renewable energy, smart grid, energy storage, electric transportation and long term planning and procurement. She also worked closely with senior officials from the California Air Resources Board, the California Energy Commission, the California ISO and the Governor’s Office to devise strategies to achieve California’s ambitious Greenhouse Gas reduction targets and develop regulations implementing California’s cap and trade program for the electric sector.  At E3 Dr. Ryan is leading projects in the areas of long term greenhouse gas mitigation strategy, renewable integration, transportation electrification and asset valuation.  Dr. Ryan received her Ph.D. in Economics from the University of California at Berkeley and a BA in Economics from Yale University.

Summary
  California is targeting 33% renewable energy on the grid by 2020 and 50% by 2030. The National Electric Reliability Council has said high renewables generation could destabilize the grid but Dr. Nancy Ryan will share analysis showing demand response and energy storage as keys for grid reliability with high renewables penetration. Francis will explain how CA energy markets work, share CBECS and EREN data, and talk about his experience with utility incentive programs and tariffs to support why he thinks utility programs are ineffective at changing market behavior but new CA-ISO PDR markets and a Supreme Court ruling last January in favor of FERC together have the potential to change the landscape as fundamentally as energy efficiency programs did in the 1970’s.
