Jeff Stein

Jeff Stein has been with Taylor for 25 years and has served as engineer-of-record and commissioning agent for numerous projects ranging from office buildings to data centers, health care facilities, airport terminals, classroom buildings, laboratories, and natatoria.  He has been a key contributor to every version of Title 24 since 2001.  He is also an active member of several ASHRAE committees, including Standard 90.1.

Summary

Jeff will present an overview of notable changes to Title 24 taking effect on January 1, 2026, with a focus on code revisions impacting system design, energy efficiency, and compliance requirements. Key topics will include:

• Laboratory requirements
• L Occupancy provisions (no longer exempt from Title 24)
• VAV and unoccupied ventilation setback criteria
• Exhaust air heat recovery requirements
• Reheat limitations (necessitating 4-pipe VAV or comparable solutions)
• Exhaust fan power consumption standards
• Space heating provisions
• Mandatory maximum hot water supply temperature of 130°F
• Condenser heat recovery requirements
• Allowable multizone system types for schools and offices (excluding gas heating)
• Guideline 36 updates
• Vestibule requirements

This session will provide valuable insight to help attendees prepare for upcoming regulatory changes.
